BEI asks for LEUNG’s comments on their military arrangements, and LEUNG suggests forming a new army of 3,000. BEI discusses the matter with FEI and YUE, and the three of them have expressed grave reservations about LEUNG’s proposal. BEI ends up promising to recruit 1,000 new soldiers while at the same time increasing the supply of arms. CHO decides to send General HAHAU DUN and an army of 100,000 to subdue Bowang City in order to pave the way for the invasion of Xinye.
