È trascorso un anno dagli eventi della che hanno sconvolto la città di Tokyo e nella capitale vige ancora il coprifuoco, a seguito di un'Ordinanza di Protezione dei Minori che estende la sua efficacia anche alla rete Internet. Un gruppo di giovani, che si autodefinisce Sirrut, decide di opporsi all'Ordinanza di Protezione e soprattutto a Fumito Nanahara, diventato il governatore di fatto della città a causa della sua influenza economica e politica. Il campo di battaglia è il web, nella ricerca di informazioni e punti deboli dell'avversario, i giovani menbri del "Sirrut" si imbattono nell'orgazzazione conosciuta come "La Torre", dedita a strani culti esoterici ed all'antropofagia. Mentre Sirrut continua la sua indagine nella metropolitana cittadina appare dal nulla un mostro, che comincia la sua mietitura di anime e corpi, nel caos generale solo una ragazza resta salda al suo posto, e attende...
